The state is not allowing the city to increase property taxes from 2026 to 2027. The city of Valley Center will levy property taxes in 2026 of $4.7 million, representing 24% of the town's $19.2 million operating budget, an increase of 19.6%. The city had been requesting $5.6 million in property tax revenue for 2027, an increased of 19%. The proposed tax increase was intended to shore up three key areas: employee benefits, a cushion for expanding fire protection services if approved by voters, and a cushion to help cover debt service. City Administrator Cyndra Kastens stated that each department already had prepared budgets for 2026. The remaining $185,000 of the increase was budgeted for employee benefits and debt service, primarily anticipated increases in health insurance premiums, but the city is projected to start 2027 with $176,000.
